Noema has been working with Norwich Culture Office and the Local Strategic Partnership on a series of workshops to train key stakeholders to use Cultural Planning as a tool for finding creative ways of improving the delivery of services.
I have invited Marion Catlin (Cultural Development Officer, Norwich City Council) to present the results of the work done in Norwich to my students of the MA in Cultural Policy and Management at City University, London.

Norwich has recently submitted a bid to be the first UK City of Culture in 2013 called 'A whole city experiment' and based on a cultural planing approach. The city naturally works in a way which seeks to use cultural assets as a basis for development but there is still a lot of work to be done so that people trying to work this way are supported from the top and vice versa. The practical application of working in a joined-up, holistic, cross-sectoral way seems to be much harder than it should be. But it is a fantastic testament to a forward-looking city to present a bid based on an ambitious cultural and artistic programme, plus holistic community engagement.
